A control only works if it holds under real conditions — in heat, in dust, at the end of a long shift, on ground that has changed since the last survey. Assessment therefore happens where the work happens, not only on paper.
That fieldwork feeds back into the risk picture continuously, so exposure limits, protective equipment and emergency routes reflect the site as it is today rather than as it was when the plan was written.
